Isn’t this called Hujiao Bing? Aka black pepper buns. Originated in the Fuzhou region of China, and popularized in Taiwan. A Chinese delicacy that is popular during the winter season because of the pepper accented meat and hot inside, commonly found in street food.

You can tell they have a system of making, storing, proofing, shaping and cooking dough. Looks no different from the artisan bakeries I see. You go to a village grandma or restaurant and her house or kitchen looks dingy and old fashion, but they are meticulous in cleaning their work space. If you're saying it because they don't have gloves, most chefs and cooks don't wear gloves, cooking is a tactile skill. Just look at your popular chefs and cooks on RUclips, very rarely do they wear gloves. If it's their countertop, traditional work spaces were wood and stone, some people still prefer they in their home kitchens. Plus this is street food. Street food always looks a tad questionable because it's not plated, but generally delicious.

老張胡椒餅,為在台北市南港,忠孝東路七段,真的好吃,有一陣子會在下班後故意彎過去買。
看起來像士林店
用來烘燒餅的烤爐有些類似印度用以烤薄餅的。烤熟後的餅皮呈金黃,內滿有肉碎及葱花,定必美味非常! 😋
