The problem is no landlords want to deal with these people even though the money is virtually guaranteed. That ought to tell you something about the quality of section 8 tenants. As a landlord I would never rent to section 8 tenants with the program being the way it is now. HUD would have to make these changes for me to even consider a section 8 tenant. 1. HUD would be responsible for all tenant damage - these people will literally destroy your property and scurry on to the next 2. Behavior training. Moving from a poor area to a middle class area requires different behaviors such as no loud music, picking up trash, control of children, respecting the other tenants. I dont think a lot of these people know how to behave in a way that works in a middle class community 3. More rent. Because of all these risks, if the market rate for a 2 br is $1000, section 8 would have to pay me $1500 just to take on the risk of dealing with these people. Why should section 8 pay the same as what I can get from non-section 8. There is no upside and only downside dealing with section 8. Unless you building is crap and you cant get market rate, is section 8 worth considering.

When they move out, they get it back in full if there are no damages. Section 8 tenants don't have that incentive to leave the place like it was when they moved in. So some of them trash it and the landlord has to spend time and money cleaning up after them.
