At least what I can say for Hagerstown, being a former firefighter for the county, Fire Marshals for HFD are sworn police officers and work in junction with City PD, and the State Fire Marshals are sworn officers for well state police
Of course it will be built according to which options people choose, but I'll never understand why one doesn't simply but a lightbar on the roof instead of multiple lights on the front, side and rear to compensate the missing lightbar on the roof. Concerning the storage cabinet instead of the backseat: if it had a cabinet doors people wouldn't be able to look inside even if it was built all the way up to the roof. We have cabinets on one side of our emergency doctor car as well and it's basically to the roof, used for both personal equipment and medical equipment, radios and so on. Concerning the front interior ... I'm really surprised how brandnew Fords look so outdated as if they were made one or two decades ago

Nicer look ... well look is probably the last thing I'd care about on an emergency vehicle. Look we have shitty BMW emergency response cars in addition with a bulky lightbar. Not nice, but it works well. How is it easier to see?

I would assume so. A lot of fire marshals are a part of the state police, but some fire companies have their own.

Flashing headlights must be annoying to have in the dark and the only negative I found with this build
The light controler can be switched to mode 2 to turn off white lighting in drive at night.
Why no lightbar on top? A lightbar replaces all of those tiny lights. Tidyious to install and way too expensive.
