For example, one chip could risk you losing consumables but potentially give you more, while max chips could risk you losing items but potentially give you more. It would really feel like going 'all in' if you'd saved all your chips up.

The Hairtie item boosted his speed to max even though it only said +.2 speed. There must’ve been a typo and they accidentally made it give 2 speed, the max amount.
I think if you had a high chance to spawn a Coin per room in addition of the Chip would make it more usable of a mechanic. You really are unlikely to bother with it under 10 chips.
Considering green chips provide +7% to a positive outcome, you realistically shouldn't even be going to 10 because at 7 or 8 green chips, it's basically a coin flip so might as well just go off of that Sure, you could rack up more chips to push the odds a bit more in your favor, but considering orange and red chips add less and less positive odds to your roll [your best odds total are only around 90% iirc] and just settling with the near 50/50 means more frequent rolls and probable less spending at the chip table, why would you?
The poker chip is an interesting concept in my opinion but like you said the fact that you're not guaranteed even though you have 10 12 or 14 is interesting and nice but it should be a higher percent rate and the rewards should be better honestly the chest and item drops should scale better so that you get S and A or more as you get closer to having 21 with 21 being a 1.00 random stat up

There are perks you can roll as a price that can overall increase or decrease your prizes. For example heavy handed is a negative perk
