It depends because 紙(kami) means "paper", while 髪(kami) means "hair", they have the same sounds, but the Kanji is different. Kanji helps us know which is which. Like 四("shi", 4) and 死("shi", death).

yes, u right, but it depend on what kanji is showing, like:
Paper:紙
Hair:髪
both are reads "kami"
