Staying at a low bounty early game and hunting other bounties (because collecting bounties does not increase your bounty) is very strong

Also they lowered the skill ceiling of max range E (so no more showmaker in worlds Swain max range pulls 3 targets unexpectedly anymore). They made it clearer that if you get hit by his E you are massively fucked (W also but in a different way). Swain is now a heavy burst mage in his QWE (maybe oneshot build is more of a better option after patch) but they stick with the old R style (for new players, old swain was designed to be a half mage/tank with high sustainable damage like cassopeia). So it leaves him in a kinda weird spot where this champ is in between a burst mage and a funcional resource heavy midlaner with reliable cc/tankiness. But by looking at E changes I guess oneshot will be the main build also the missile speed is HELLA fast so adc mains you cannot get hit by his E even for ONCE. He will be a lane bully to play as an early game supp but I doubt he will be useful in high elo midlane bc of his range. This looks like a high reward low punishment low elo rank up champ to me now.

The line where you divide is arbitrary, as in general the people with higher elo will have higher skill than you and the people with lower elo will have lower skill than you. Let's assume we have implemented changes in a way that low elo people have a low skill floor and a low skill ceiling, while high elo people have a high skill floor and a high skill ceiling. Now let's assume that you are a bit above the division line and have a bad day. You loose a couple of games in a row and drop into the low elo pool. You would now need to learn a different game in order to get back to your normal rank. You would probably loose even more games until you are able to fully adapt to the changes. And since you are no longer able to express all of your skills (because of the low skill ceiling) it is even harder to climb back. Someone who just climbed out of the low elo division, would have an even worse time adapting to high elo, since they need to adapt to a new game and need to win their adaption games in order to not drop down.
