They're legally sold for profit. They're not willing to give up that profit.

Oh, and I was unclear again. If you come from privilege, you have options that give you instant money and status. If you are poor, the options give you one. Furthermore, the chances of getting status and more than minimum wage while flipping burgers is fairly low. That's why gangs are so attractive. I never considered joining a gang because I could study at university and get a job with reasonable money and not be socially marginalised. Without these options, I don't know what I'd have done.
