Zhaba: Is heavily armored, resistant to explosions. Very useful for missions and heists.
Blazer Aqua: Is an ATV that can swim and looks cute.
The Blazer Aqua is clearly superior.

Unless they buff the Zhaba to outlive the Insurgents and Nightshark by a lot or at least make it have Kuruma (armored) level protection from gunfire, it has too many better alternatives to be useful to anyone
The APC outdoes it in every way and even that can't tank as many missiles as the insurgent pickup custom or protect you from bullets
