No need for all this .. simply thread some thin shearing/elastic cord all the way through the inside of the neck ... using a blunt ended needle & then tie off when you have found the correct fitting. The necks are usually made with double thickness fabric, so this is really easy to do ... Done it MANY times. You can also experiment with different thicknesses of elastic cord ... depending on the fabric the top is made from. A good idea is to also put your top on a coat hanger ... just prior to tying the cord off ... as this will ensure that you don't tighten the neck TOO much & end up with an uneven finish. ( No disrespect intended at all to a fellow seamstress ... who I greatly admire )
