Very understandable when explaining in terms of wavelengths and low light. Fluorescent orange clothing glows at dawn and dusk. Thanks Peter.

The way I like to think about florescent light is that you're taking light that is not in the visibility spectrum, and converting it to the visible spectrum. So the black light looks dull and not bright normally because much of the light is not visible to us. But when it hits the florescent material, all that light we normally can't see is converted to a spectrum that we can see and that is why the material glows while other things hit by the light doesn't.

If your fluorescent hooks aren't catching fish, take em down to the local rave and sell em as jewelry for $50 a pop.
