Here in Toronto, Joe Biden wouldn't qualify for a simple driver's license the way he acts and behaves. Here, extremely elderly people must be able to pass a cognitive test before being issued a driver's license, as well as displaying good motor function. In the USA you can refuse to take a conignitive test and still be president, but in Canada, Joe wouldn't qualify to drive for Uber
