I actually like doing Boomer K early, because his weapon has fun interactions with flame mammoth and launch octopus, along with grabbing a lot of items for you. Penguin first is a no brainer though once you know the boots are there.
Because of the way I’ve always played this game, I’ve never properly learned Boomer’s mechanics. I know about his interactions with Mammoth and Octopus from the boss rush step, but it would be interesting to check out how his weapon works on things other stages, like Armored Armadillo’s during the final launch with the birds.
You’re such a Capcom Stan, that actually surprises me. You should definitely check it out because it is absolutely one of the best games to ever come out of Capcom. I think you’ll like it. I do recommend playing it guideless because that’ll give you the best experience.
If you have the dash boots...Sting isn't actually that hard since you can bait and dash away from the tounge. I usually do him third, after Chill and Storm.

My usual rotation is Chill Penguin -> Storm Eagle -> Flame Mammoth -> Spark Mandrill -> Armored Armadillo -> Launch Octopus -> Boomer K -> Sting Chameleon.
I usually do Storm -> Flame -> Chill, and the rest of my run is the exact same as yours.

never played a zeptosecond of megaman x, but loved slowly soaking information with my sponge brain and relearning my animals

I doubt you’d end up liking Megaman as much as RE or DMC, but I’d be shocked if you didn’t love it.

We had to fight him without dash boots since we randomed him first.
