I honestly think that the reason you had Dazai state in the video is the main reason that Mori won't choose Dazai. Plus, it is the obvious guess. Mori is smart; maybe not as smart as Ranpo, Fyodor, or Dazai, but he is smarter than the average person and very cunning, plus we know he is at least somewhat afraid of Dazai. He has stated he is welcome back if HE WISHES and is not forced, and Mori would be smart enough to realize Dazai won't be on his side as long as he wants to honor Oda. I feel he will pick someone else, maybe Atsushi, as that could get under Dazai's skin without actually having Dazai near him while also setting up himself with a new double black, both under his command, plus Atsushi is the main character, so we would get to see the PM in a new light and how it is working from the inside. We also Have Tanizaki, and it has been stated that his ability is perfect for espinage, but they can only choose one member, so they can't take his sister as well, unless they take Naomi to get Tanizaki to come of his own free will. That could be useful, as he won't disobey if they have his sister. Those two are my guesses and theories.

It seems like a red herring to me. so obvious, but there are other options than just Dazai and Yosano. Dazai is a loose canon and a genius you can't control as he is five steps ahead of you. Yosano is off limits due to the deal excluding her. It leaves the rest of the ADA as possible candidates, and there are a few there that are a lot easier to control and predict than, y'know, Dazai.
I think Mori won't pick Dazai but Dazai knowing what the mafia is like will volunteer instead to save any other member of the Agency from having to do it. Also that way since he's protecting someone he's still valuing Oda anddd he could always be like Oda and not kill
