I am speaking as a Contractor. The key points have been recognised but the overall key issue is government funding. Major contractors are now refusing to accept large high risk projects on a fixed price basis, opting instead to build on a cost reimbursable fee basis where the contracts have no price written in them. How will the Treasury and Rachel Reeves react to this stipulation ? A standardised kit of parts seems logical but will there be a patent issue in some cases where different manufacturers are manufacturing the same, standardised product ? Similarly standardised room layouts seem logical but they will rely on a standardised building shape which in turn relies on as standardised site shape and area.
