Interesting. I encountered the same situation with a M4 (Pro) Mac Mini.
I have a Logitech MX Keys keyboard and Master mouse. Didn’t realise I had to press the power button three times. Just placed both devices on pairing mode and kept staring at the screen - and voila. It worked :)

I am guessing that you are using a Logitech MX Master 3S for Mac mouse here. I am planning the same.
Q: I am thinking of using MX Keys S or its Mini, instead of the Mac version (Reason: Now, I can also use Logi Bolt). What particular advantage is gained by the Mac version other than more limitations

Yes, I had the same issue. I had to attach a wired mouse, which then allowed the setup to progress. The Bluetooth keyboard also worked

Dont use number pad. Use the numbers on left row and then press horizontal enter key

I had the same issue, but it actually connected my keyboard after entering the code, it just didn't display anything on the screen and was stuck on the code page. I rebooted the mini and then it worked.
