If one class frequency is missing,the it is enough if we know only the median value...but if 2 class frequencies are missing, we need some other data apart from median value...the simple logic is that if there is 1 unknown there should be 1 equation,if there are 2 unknowns there should be 2 equations..now if there are 2 missing frequencies,there will be 2 unknowns...we need 2 equations....but we have only one equation...the equation we get from the median formula....data will be insufficient for finding both the values...from which book is the above example taken...i will also check...pls let me know if you have any questions....

In the video example,the class intervals are exclusive, which means the upper limit is excluded from each class interval, so class size 'h' = upper limit- lower limit= 10-0= 10... If it was inclusive class interval say, 0-10,11- 21,22-32... Then h will be 11,because upper limit is included in each class interval. Pls let me know if you have any questions...
