I am from Vietnam. I want to tell you that you will need a license to fly a drone (flycam) throughout the territory. Absolutely do not use a drone at festivals or crowded places because you may be fined heavily. The use of drones is mostly done discreetly. If you cannot obtain permission, you should only fly in deserted areas.

Oh! We also find it annoying, but we can't go against state regulations. The process of obtaining permission in Vietnam is also unclear; even I don't know who to contact for this. Most people use flycams surreptitiously and accept the fines, which are around $2000@@gsbarcelona56
However, don't worry too much. I think foreign tourists will only be reminded if they are caught flying drones. I am very pleased to welcome you to Vietnam.@@gsbarcelona56

We had no issues bringing the drone in the country at airport security, but as said by the other guy we only flew away from big crowds and being extra careful.. as you can see most of the shots are of empty areas or the city from far away/far up in the sky. We didn't visit Hue unfortunately but as long as you fly from outside the site and be careful it should not be a problem.
I used a Mini 3 here and nobody worried about it, we flew from Bangkok to Hanoi, than from Haipong to Saigon and nobody really asked anything about the drone.

Sorry I just saw your comment. I used a Mini 3 here and nobody worried about it, we flew from Bangkok to Hanoi, than from Haipong to Saigon and nobody really asked anything about the drone. If you have a small drone you won't have problems!
