Hi. yes, there are vendors outside offering a tour but be mindful that Antigua is almost 2hr drive from the port. There were times that passengers did not make it on time back to the cruise. Our tour returned late but good thing we booked directly from the ship.

Yes, definitely. In fact, that's the best option because there's nothing to see in Puerto Quetzal.
