Despite his age, he wouldn't remember anything about a world before the games, let alone a world before Panem. Therefore it's doubtful anybody in the country by the time of "the Hunger Games" series remembers anything about the pre-apocalyptic world. Then you have to add a couple centuries of panem’s existence since young Coriolanus Snow mentions his family stretches back several generations to the founding of the capitol (and probably therefore panem) itself. Then add another 75 years to account for the time between the books and the first rebellion.
