A raise of 4.5% was not included in the continuing resolution passed by Congress. You will find out about the raise for 2025 when the Executive Order is issued in the next few days. Congress could override whatever President Biden includes in his Executive Order on the federal raise when the new Congress convenes in January. The new Congress will likely be focused on how to cut government spending though so a larger raise at that time would be less likely.

They meant the one Obama signed in December 2016 (for calendar year 2017). There were a lot of disappointing raises under Biden (but Trump tried to give us 0% most years, iirc).
That was during the financial crisis after 2008 when Obama did that. I thought it was 2 years of no increases. He made a speech about his rationale. He was concerned about how it would look giving fed employees a raise when so many people for losing jobs and being foreclosed. It was a double hit because many employees lost nearly half their retirement 401 savings because of the crash.
