Well the bad guy is a Lich (so thats why they are immune to charm) and when you go at him with peasants/adventurers/hiredkillers he just reanimates them and makes your army his. Also undead are immune to charm too so you cant charm zombies even if you would want that.

As long as the DM lets you play that way, that is. It cannot interfere with the story he wants to tell though.
