The blindfold prevents her from having any prejudice. The scale stands for thinking before you judge some one. The sword stands for the judgement and the punishment. So what he is saying is, if you replace the scale and the blindfold with more swords, you start judging people based on their religion, the color of their skin or their gender and not on the weight of what they did.
