I really do think the new system means we need a rebalancing of legendary effects even more when this new system comes in. Who is going to want to buy an Exterminators or Ghoulslayers module? Not to mention the same few effects will be used even more than they are now.

What i found with this new scrap to learn its going to take thousands if not hundreds of thousands of legends to get the effects i just scrapped 256 legends and got nothing 😂. Im quiting because of this trash system id rather of taken my luck with random rng rolls for 4 modules instead of 15 modules for 100 script per module is insane.....
The "verify" before you do anything tip is definitely something we should do all times a new update drops in. Things may not function as intended and could end up costing us greatly for it.

On the PTS I got a regular mod and a legendary mod box simultaneously. So they don't seem to cancel each other out. In addition, from another single scrapping I got a legendary recipe and a legendary box mod simultaneously.
Thanks, Wiggle, this was very helpful. I spent some time today rerolling Elders Marks, Holy Fires, and my best-modded Enclave plasmas to burn through the cores on some characters. Ended up with plenty that have at least two good stars now so that once I've learned new mods I will have a variety of options to apply them. Got a couple keepers too as a bonus. Also rolled a pile of Union with the same idea but that went poorly, I've had the worst luck with Union. I also crafted a bunch of unstoppable monsters this week since the Equinox has provided an endless supply of deathclaw hands. Sure hope we'll be able to scrap those LOL

Are you sure that the chance of learning a legendary mod plan is impacted by the number of unlearned non legendary mods? That sounds off. If that is true then newer players who have not learned a lot of mods from scrapping are gonna have much lower odds of learning a legendary mod plan. Please confirm if you are sure that this is the case, its a big deal.
I wish I woulda known about the sale before cashing out 5000 scrip yesterday lol. But my plan is to craft unstoppable monsters, mechanics best friends, head hunter scythe, and the rest in ss armor the night before. Man it would suck if they push back the update after that...

Does the fact you do not learn mod from secret service armor today by scrapping and you need to use gold for mod for SS. Does this change now if you scrap SS armor? Should we buy all the SS mods if I’m going to be scraping a lot of SS pieces for gold. I have lots of gold

I wonder if scrapping a 3 star item has three times the chance of learning a plan than scrapping a one star. Just curious if there’s an advantage of scrapping one stars over 3 stars until you learn several of the first stars. If they’re equal chance then easily scrapping one stars would be best. If not, still scrapping one stars may be slightly more efficient if the rolls go from 1st star to 3rd since if you get the first role then the later rolls are wasted. Just thinking, since Mrrgg’s sale is coming, would it be better to buy 1 star, 2 star, or 3 star?
It works like this, each star has an individual 1.5% chance to drop a mod box and a 1% chance to learn a plan. So it’s best to scrap 3 stars, and hopefully one of the stars will yield a mod or plan. (It is actually possible to get all 3 mod boxes at once, but the chances of that are super tiny) By scrapping a 3 star you effectively have a 4.5% chance of getting a mod box. (1.5x3) In summary, just scrap items that have good effects you want to get from trash weapons and also save weapons with good 2nd and 3rd stars to make into god rolls by replacing the 1st star to be cost effective with modules. The scrip machine, here you want to be chucking in awful legendaries that have no desirable stars.
They are removing LEGENDARY cores, instead of this, wouldn't it be possible to give gold ingots or equivalent Legendary craft particels? Think about the time and materials we spend on event quests. Don't forget that when you calculate it, there is a big pie. The pie is really very big. They are acting like they suddenly fell. I am giving dry applause to the Fallout developers from here. I wonder who they thanked in the last update article.
If you are asking whether it will be 2 modules to craft after the update, I don't know. It's that way on the PTS right now but no guarantee it stays that way. We won't know for sure until the update comes.

Those star mod boxes are way too rare. It will take a very long time to see the good ones in player venders, instead they will be sold in gameflip as the drop rate is way to small. Good job and way to go to encourage real money trades.

The mods are tradeable though. You can just trade the unmodded item along with the loose mods. This is going to be way less RNG than the current system.
This is actually a lot better than fully relying on pure rng as it is now... the grind will actually be shorter...in 6 years... I have NEVER gotten a normal armour set exactly as I want from crafting or then dropping from events/enemies... only with trading I managed to get pieces I wanted.... This will make a clear and visible viable path to exactly what you want...which currently isn't a thing unless you rely on trading

If you didn’t pre scrap weapons or armor prior or new update you’ll just unlock the mods of armors or mods for weapons. It’s a lot I know but then there’s the small chance of learning either 1, 2, or 3rd star effect….for example, could be AA, you’d then slap that on a fixer that was once scrip and now it’s AA 25 25….do you understand now? It’s dumb because you have to apply things like a bobble head! I don’t even collect the things and now I have to 🤷🏽♂️

Armor mods and PA mods are interchangable, like if you get a vangards mod from combat armor, you can apply it on PA, and vice versa.
For everything but Unyielding.
This is excellent information. And a huge relief. It makes sense because apparently there is just an independent 1% role on each star.

Loose mods can only be used once. Scrapping legendaries gives you a chance to learn the mod plan and also receiving a loose mod.

SS mods will still need to be learned with a plan. You won't learn them by scrapping.
