I worked with Civil Defense/Emergency Management in another state for 20 years, he should have been seen and heard from this morning before noon.

I'd like to know why it took the whole day for the mayor to declare an emergency for SD, it should have been done by 11am. Totally unacceptable.
Last summer when hurricane hillary was on its way, for a week, everyone was told to stay off the streets and to stock up for 3 days.
