It seam like a popular cut with online butchers so I would think brick and mortar butchers would have them as well

Notice your pan is under the weather before you started. Pans like that annoy me. I found something to fix it and it works. Get some Dawn with the trigger actuator. Let it sit for worse stains. Usually works in one go but a couple might be required. Also, Dollar Tree has the right size parchment paper for that pan and it will keep the pan cleaner, $1.25. Parchment paper tip-scrunch it into a ball and then open it up to fit the pan, it won’t curl up on you.

All my pans look like that I use nonstick aluminum foil to cover no matter what I’m doing

I swore off those pre-marinated tri tips years ago....way too much sodium
