I assume this cutscence would play if Frank dies after Isabella finds Carlito's hideout. Similar to the beginning of the game where you die when the zombies get into the mall and Otis saves Frank. But why would Capcom remove this cutscence? They should've kept it.
This level of closeness Isabella and Frank had in DR1 was comforting when things kept getting more and more grim as things went on. It was a reminder that even in overtime, Frank had someone to rely on every step of the way. Kind of sad to see how their relationship ended up by 3. Isabella blames Frank and chuck for “abandoning” her at the phenotrans facility. I don’t care if it was romantic or not, these two went through hell together. Frank ended up alone and desolate while Isabella turned into what she wanted to stop in the first place.
Although he specifically referred to “those things” and I doubt the soldiers would just knock Frank unconscious and leave him to die instead of capturing and interrogating him.

I dont get why it's been cut. Maybe because the devs didn't wanted us to assume a romance between them or they didn't wanted us to think Isabella was so soft

The way Frank made it sound, I think it was originally when Isebella saved Frank, and Frank wasnt infected. They probably scrapped that and made Frank infected instead. Thus, this scene never happened. Either that or time constraint. Edit: Its likely possible also considering Capcom probably wanted to keep the game being “On the Clock”, so with Frank being infected he has a timer on him. If that didnt happen, the game is practically free roaming. Which probably lead to Capcom made endless mode as it originally intended.

They should’ve kept this in, in the original marketing for Dead Rising it showed Frank and Isabella being a lot more closer.
