Does this product go through a chemical test because the concrete is poured within the hollow to see if there are any harmful substances that will damage the longevity of the concrete. 4. Is this material only utilized for vertical structures or is it also used for horizontal structures?

It has to be handmade or manufactured in any of the locations from the local soil available. 3. Yes, the product goes through multiple tests, like any other brick. 4. Can be used for both vertical and horizontal structures. Infact in India it's been used across verticals. Hope this answers your questions.
