It's going to look good. Hard work and the wheels look a bugger of a job but I am sure the person who gets the finished bike will be very happy with it.
I have had good luck with my Lyman ultrasonic cleaner. I use a basic kitchen degreaser with hot water (Simple Green, Dawn Power Wash dish soap, etc.). It allowed me move away from oils, ATF/acetone and to rely on milder solutions for cleaning. Soak time varies, but it's a nice tool to have if you're doing a lot of hub cleaning.
Reviewing what I said at the end, it occurred to me that the builder might have had the “9 long spokes phenomenon” and ducked out of it by simply cutting down 9 spokes!
The pedals on my bike used to turn as I pushed the bike. I discovered that the cone adjustment on the none drive side of the gear hub was too loose. I tightened it leaving a little slack and the pedals/crank arms now work as they should.
Thinking about what I said, regarding the rookie mistake which leads to 9 spokes sticking out. I reckon he did that, and ducked the issue by substituting 9 shorter spokes.
I owe you an apology Rowan for wanging on by email as you were going through this. It reminds me of the rim for the Path Racer crumbling in your hands for sheer 'what fresh hell is this?' jeopardy.

11 gauge in a bicycle wheel. Wow! Great perseverance. Bizarre how the previous builder opted for two such different lengths for the same side.
My theory is that he encountered the same mistake as I described, but instead of rebuilding, he just used 9 short spokes to correct his mistake.
It was a lot of work to put the wheel together, but the end result is certainly good. A very creditable achievement!

Similar effect to the drive side being tight.
Best part about the AB is when the oil drips out of the gears and ruins the brake.
