Will this product work to fill the grout lines, once cleaned out, on flagstone set in concrete in replace of loosened mortar?

Is "polymeric sand" similar to "modified thinset mortar", which I think is Portland Cement with fine sand and some type of polymer (like latex paint) which air dries after becoming "activated" with water. The cement undergoes a chemical reaction with water. Perhaps similar, but this has coarser sand and perhaps no Portland Cement?

I have several bags left over from a previous job from 3 years ago, could I use them? They've been stored in a heated garage all this time.

I plan on using Surebond 8700 wet look, I assume I can just a garden sprayer. I'm super pissed off, this happened only months after they did this and tried to fix it again! Both times still problems.
I need to fix where these contractors failed: ruclips.net/video/xm8h2ZUq88A/видео.html so figured I'd just fix this myself since they can't seem to do it right even coming out a second time in the shady area of my patio. I assume I can take the sand out here, refill it, then spray this on the cracks
