Max -1 it is also available in ruby and sapphire, but in emerald it is accessible before the elite 4, in RS, you need to finish the pokemon league.

For relicanth you have to dive underwater and move over the sea grass. There’s a 5% chance to find one. For Wailord I’d suggest fishing for a Wailmer and leveling it up

Really?! Regirock was the hardest for me. I had to restart my game 5 times and wasted 40 ultra balls before I was able to catch it. I only wasted 12 ultra balls for Registeel on my first try 😂
