Unless m1 changed after they sunset their partnership with apex, I always seemed to get my fractional dividends. It would be a little annoying because you'd see a list of your dividends paid and then some of them would be listed twice to have a payment listed for the full share and again for the smaller amount based on the fractional share. I also didn't notice anything with the background noise until you mentioned it so wasn't an issue at all.
