Where is the rule about goalkeepers holding on to balls for too long before the goal kick especially if their team is winning/drawing and the half is almost over. This rule started because of the goalkeeper René Higuita which I just found out today even has a Netflix documentary about his life (I have known of the guys feat for years but the doc is only 4 months old). This guy was famous for his SCORPION kick goalkeeper saves especially the one against England I think it was during the world cup final I think it was in 1994 I think it was (I was born in 1996 so it was before my time) and if he screwed up they would have lost the world cup. The reason this guy caused FIFA to change the rules on goalkeepers hogging the balls for themselves is because it was commonplace when he was a footballer yet he was a rare footballer who didn't really do this in fact he was always known for trying to do whacky saves like the scorpion kick saves as well as being known as a goalkeeper who hardly played in the correct role unlike most keepers today who when in possession will probably pass the ball to a teammate or kick it away this guy would even dribble the ball towards the opponents net and would even try to play as a striker against his opponents mid game. The guy never followed the rules of a traditional keeper and was always playing and thinking outside the box and eventually FIFA was like this guy can play as a keeper and not keep the ball in his hands for a minute or even more whilst nearing the end of the round so why can't every other keeper especially since many fans were unhappy about their opponents winning only due to stupid crap like this when their team could have had a last minute winner
