8:01 if user account does not have intune license, I think those devices still can join AAD or reg to AAD. I also have a question about the difference between reg and join AAD. My understand is Reg means you only added school or work account in windows, join means you joined the deivce to school or work account at the windows OOBE interface. Please correct me if I am wrong. still learning now. :) thanks in advance

If 200 users will enroll devices using their accounts then yes you need 200 licences and assign for each user.
