The bars may be TOO THIN for them to slide under. What's risky is that the waves are meant to go THROUGH the bars during rough seas. I dont think ANYONE would ever want to be locked out there, exposed. Either way it's totally dangerous.
i believe its designed to take the impact of a wave during rough seas and allow for quick drainage out to absorb the impact. Kinda like when tanks put cages on their vehicle to trigger RPG's to prevent most of the force from hitting the hull

The great experience for me was being stationed on a Aircraft carrier. There were places like this. In the original top gun movies Mitchell throws Goose do tags, that is a area to sit read a book.
My great grandfather built cruisers for 50 years. That pod was special made to lock away guests who got out of line and needed to be incarcerated till they reached port.

That's the newly added Time Out Room for rambunctious guests. A couple minutes in there during a windy, wave smashing storm and you are ready to return to the ship in a very quiet and polite manner. 🚩

I was on a cruise with Howie from backstreet boys in 2001 or 2002. The staff took us up a ladder to the bow that even they’re not allowed on. It was so windy and we were so drunk I thought one of us will fly off. We all made it to the bow to pull a titanic. Gotta admire drunk teens sometimes

I think that was added originally to the first oasis class ships to protect the life boats from rough seas. It wasn't in the original design.
It used to be a little gym/workout area; not a space to protect the life boats... 🙄

I've only been one one cruise, but the bow was open to passengers for half of one day. They had a few crew there at all times while it was accessible.
