- Judging by the pitch of the buzzer "slowing down", it's very clear that the buzzing is generated by some kind of analog/mechanical device. I'm pretty sure that I can hear the technician fiddling around in the background, trying to get the buzzer up and running again.
NIKOLAI! IT STOPPED BUZZING! Go get some more batteries. It takes aa. NO NOT AAA ITS AA. But Dimitri we only have aaa batteries. WELL TAKE SOME BATTERIES OUT OF THE TV REMOTE! Dimitri I found some! WELL GIVE IT TO ME. (putting batteries in) Good its buzzing again. That should be good for the next 5 years. This is probably what happens when it breaks down.

0:24: we can clearly hear that someone opens a door, that makes me think that the buzzer is situated in a room apart, dedicated to it. In my opinion, the buzzer runs on electricity, not batteries. Maybe, they shut off the power to the mechanism to change some parts of it. The time between the buzzer breakdown and the door opening is too little for an unexpected breakdown.
It's not clear at all whether that was a door opening, it could be, but it also could be any other sound.

I think it's just a frequenzy occupier. It keeps the frequenzy free from radio trafic for the russian military to use.
Thank you! :) The spectrum was generated in a program called iZotope RX, which actually is made primarily for cleaning up old noisy audio. I added the time marker in Adobe Premiere, and synced it all up to the audio.

What I heard in event order:
0:06: The Buzzer's tone generator slows down and stops, likely due to a loss of power.
0:23: Sound similar to a man opening the door.
0:34: Sound similar to the man sitting down.
0:45 and 0:58: Two 7.5 second beeps, most likely a piezo signaling a power cycle.
1:26 to 2:11: Sound similar to the Man fiddling around with machine to attempt a restart.
2:11: The Buzzer's tone generator starts up again.

I've often heard this exact high pitched noise on the UVB-76 live stream, and it seems to be independent of the strength of the buzzer. There's a lot of different data transmissions around UVB-76's frequency, so I'm pretty sure it's some kind of interference, like you sometimes will hear RTTY or Morse code in the background of the buzzer.
