UVB 76/The Buzzer Message 2013-08-17 0409 UTC (unusual format)
An unusual short message from The Buzzer. I've never heard that message format before, and it doesn't usually broadcast messages that early in the morning.
Also, my transcription might not be 100% accurate since I don't speak Russian, so feel free to leave a comment if you notice any mistakes.

Judging by the pitch of the buzzer "slowing down", it's very clear that the buzzing is generated by some kind of analog/mechanical device. I'm pretty sure that I can hear the technician fiddling around in the background, trying to get the buzzer up and running again.

It's a recording from uvb-76.net that I ran through Izotope RX to reduce the background noise. The spectrogram is also from Izotope, and the time marker is something that I added afterwards in Adobe Premiere - so no webSDR involved here (except if you count uvb-76.net's recording setup as one, off course)
The alarms aka "---------" stuff you hear/see is the alarm activated on the receiver. idk if this is accurate pls

What I heard in event order: 0:06: The Buzzer's tone generator slows down and stops, likely due to a loss of power. 0:23: Sound similar to a man opening the door. 0:34: Sound similar to the man sitting down. 0:45 and 0:58: Two 7.5 second beeps, most likely a piezo signaling a power cycle. 1:26 to 2:11: Sound similar to the Man fiddling around with machine to attempt a restart. 2:11: The Buzzer's tone generator starts up again.
And at this moment we thought that this is the beginning of the nuclear war:)

0:24: we can clearly hear that someone opens a door, that makes me think that the buzzer is situated in a room apart, dedicated to it. In my opinion, the buzzer runs on electricity, not batteries. Maybe, they shut off the power to the mechanism to change some parts of it. The time between the buzzer breakdown and the door opening is too little for an unexpected breakdown.
Any predictions on what those beeping sound in the background where? They are clearly visible on the spectrum

Indeed. This exactly behaves like switching off a very primitive signal generator - and I am pretty sure for a scheduled preliminary change of batteries, just to prevent an intermittent unexpected and longerlasting failure of this "beacon" device.

I think it's just a frequenzy occupier. It keeps the frequenzy free from radio trafic for the russian military to use.
Most likely a Russian Military station used to give orders over radio, the buzzer is probably there to put people off listening to it, as to not overhear any Russian Military communications.
