Can you talk more about the storm gauge when you labbing, it seems evident that using jutsu swaps fills it up a lot faster, use jutsu with one switch use jutsu switch back before the first Jutsu is Done , seems this entire sequence hyper boosts the storm gauge even if you miss everything, if hit its even more filling, have noticed people that have long lasting characters on the field tend to abuse the mechanic/glitch and allways wins the storm gauge race with combo jutsus into swaps into swaps back, gaining hard momentum, ex : orochimaru/lee/many, even the hits on block fills the storm gauge with jutsus
One of the best ways to get your storm gauge up is to dash then hit one time then dash again or keep dashing over and over again. Tagordi taught me this and he was the first person to learn it or show it from what I can remember he showed me when the game first came out. Looks like there are a lot of ways to get the gauge up. To be honest I don't think it matters having your gauge up that much not in the way I play with grabs and damage scale resets. In past games it would matter a lot but in this game I don't think it does.
