Now that you say that you might be right because all the water collection techniques he points out are off of the house, hardscape or road. The water off the ground goes to growing things. In retrospect he seems to be following the laws you are talking about.
That area is in a very bad flood plain. I lived over there for several years back in the 1980's. I would not want to build a house on it as the flooding will come again to that area.

Everyone asked why? Everyone said I'd get robbed and ripped off. I fixed them up and rented them out. Multiple renters were crying happy to move in. They were coming from apartments and other slums that were worse. This was a step up for them. I took care of them and they still rent from me. Rent has paid the capital back multiples of times since I bought them and I still own them. Eye is in the beholder.

Anyone can buy land in the USA. I make lots of videos about different properties you can pick one out and pay online. I hear travel to the US is opening back up more next month. I will believe it when I see it though. Let me know how I can help. Different part about American land is that we charge taxes on the land. If you don't pay for a long time then the county or state will take the land away and resell it to cover the taxes. Please make sure to keep up on the taxes. You can pay most all of the taxes online depending on what county and state you buy land in. Some places charge one a year others twice a year. The timeline is different in every county so it totally depends on where you buy your land.
You can stay there in an RV for 2.5 months a year. More than that and you need a septic system. County rules as I understand them. Just set up a septic system and go for it.
Reason same acreage is twice as much ....... there is a road and or power near the edge of the property. As others said about water better build a home on stilts in the desert. No water table means need water delivered. If there are roads they will drive on that may or may not be washed out. Any land you need a P.O. box for mail might be a good clue what you are getting into. Ya need a horse and a few hours round trip ride to nearest road they will deliver to a mail box.

If you have cheap land you can skip the mortgage and don't have to shine up to city standards. That means you don't have to make as much money or work as hard. I'm in so cal where we get about 10" of rain a year, maybe. This land gets about 15". Neither are high but I do a lot of gardening on 10", sand soil. I get cow manure and mix it in, also add cardboard to retain moisture. Eat out of the garden daily. Just have to plan accordingly. Collect water when it rains and spread it around wisely when it's dry. Lots cheaper than drilling a well. I'm sure the right person will love the land and others just don't get it or even hate it because it's different.
an aeroponic, or aquaponic system in a bigger greenhouse , with capsulated plant beds to reduce loss from evaporation could do the trick... putting a fishtank under the greenhouse and some solar panels on top to fire the pumps and you could make it work. sadly the literatur on aeroponic and aquaponic is not quuite there yet in terms of quality and case examples to draw from. but in theory it is definitly a possibilty.

It could take years if ever to sell off the smaller parcels and having trailer homes with low income neighbors who can't afford anything more than a couple thousand dollars does not bode well for a peaceful coexistence. The last thing I would want is to turn my neighborhood into a low income slum. Mobile homes are cheaply made and look like hell after a short time. I bought a pretty little piece of land in northern Maine but here and there are the abandoned ruins of shabby mobile homes. Makes me wonder why anybody would want one when for the same amount of money you could build a more durable and attractive stick frame house.
