We just got a new prepaid and we were told to wait for 14days before we can start recharging on it but why

You can recharge immediately. You can the person who told you that the reason. But normally 100 - 200 unit do come with the prepaid meter.

You can go to the Nearest NEPA office to lay your complain. They will fix it.

Yes is possible. If there an outstanding debt on your NEPA bill before you get your meter. They will add the debt to your prepaid meter.
