Many can, but you won't see this kind of upgrade often in rhythm games where the max upgrade level is almost reached. I do not mean that there are no players who can be better but there is a humanly possible limit.

i saw someone on twitter made a chart on what rank shige could be if all his loved and unranked plays were ranked and that would put him in rank 14 easily
He can surely climb to top 8 - top 5 if he wants to. Mathi has somewhere around 15-20 900pp scores and only 1 1k pp score and he is #8. Shige can surely find a couple of maps that gives him 1k for hdhr fc or do some 900pp scores with hddt. And he constantly pulls off 800+ and 900pp unranked scores, so surely he can do ranked as well
