If they lose the grant, they have to give it back to where it came from. Because it's a grant just to be used in the park, if she gets her hands-on it. That's just more time in prison. But there should be no way she can get her hands-on it. She'll have to look elsewhere for her ill. Gotten gains
The grant recipient is the city. Therefore, the city manages the budget. She can simply steal from the grant to pay for items from the general budget. It's a crime, but she can do it.

The Parks district is a separate entity, not under Tiffany's control. The district will get credit for their slides, not Tiff. MS. Wideman worked for village of Dolton before Tiff fired her. The grant goes back to grantor if not used.
If they're ticketed by the Dolton police, that's control. If permits are held up or denied, that's control, and said control is held by the city's mayor.

That's not the way grants work. If she doesn't issue the permits they simply do not get the funds. That's it.

The parks are public property meaning anybody can use that space and there's jack she can say or do. The Parks Department should hand those tickets over to the FBI
