No employee or single politician has the LEGAL authority to make something illegal and then start issuing tickets. Only the Village Board can decide what is an ordinance. All speed limits on Village controlled streets are made final by the Village Board. Fire lane locations must be approved by the Village Board and put in an ordinance. Everything from "no U-turn" locations to stop sign locations must be approved by the Village Board, or writing tickets would be illegal. The Board, collectively is the ultimate authority in the Village, even over the Mayor.
