At Thornton Township during April, May, and June of this year Tiffany was bragging about the township having a surplus. She hid the proposed budget from the public, but people noticed that a $6.5 million was declared as income for last year. In mid-June a trustee asked the finance director, who admitted that that big grant hadn't arrived yet. Therefore, Tiffany's talk about grants allowed her to call a deficit a surplus.
