I.C.E. Public Member Networking Call: Maximizing the Value of Public Members

The importance of meaningfully engaging the public in regulation and more specifically, incorporating the public’s perspective into regulatory decision is a theme that has gained more prominence. The theme emerges in many external reviews of regulators and feedback from staff and Board members themselves. Having committed and knowledgeable public regulatory board members is one way to ensure regulatory governance decisions benefit from this public perspective.
Through the study team’s work with regulatory boards, it is often heard that public regulatory board members are not clear on how to meaningfully contribute to board deliberations and similarly it is heard that staff of regulatory agencies do not always know how to best support public board members. This study set out to understand the perspectives of publicly appointed Board members and to make recommendations to maximize their contributions.
