We need to start from the beginning. Did the federal government consult the states, local governments and the organized private sector before removing subsidy on petroleum products or the floating the the Naira or the adjustments on electricity tariff that has caused the increased cost of living?
This insensitivity to labour and Nigerians by the rulling class is the actual problem.

Minister please keep them quiet and let them keep dreaming. You know nigerian's act like illitrates sometimes. When one person sings one song, the rest will follow like sheep without thinking. Nigerians actually think that it is the FG that will pay state government civil service wages and salary. States like anambra states cant even pay 25k minimum wage till date and NLC is dragging them into more trouble of owing their civil servants. The only states that can afford to even pay 200k minimum wage which will negatively tell on the states revenue are Lagos state, Delta, Rivers, akwa ibom and bayelsa states. NLC has refused to enlighten the masses on how minimum wage works. Many of them are illitrate and don't know. At the end of the day, its still boils down to private businesses paying their staff the minimum wage. Where are they going to get the money from?

If we continue like this, a time will come when even the heads of the organized labor will not be able to call off a strike action.
Politicians and big men in Nigeria, people are hungry and this negotiation is long overdue.
