Imo okay solo frame, but failed on the design purpose of being a new player frame (Koumei is available on Cetus) but benefits most from lategame solo play (This video is a Solo Survival Steel Path)* Challenges do not count squad, specters or companion kills - only direct Koumei kills via weapon or ability. It's meh to compete with your squad to hit your buffs, or to run solo in survival for the first 10 mins so you can have the decrees you want. This is not a new player friendly Warframe for that reason, and it's strange DE made it "newbie friendly" with a 24 Hour Craft Time but also it heavily punishes playing with other players from the get go. So it doesn't fit into earlygame or mid fine, what about lategame? - Dice rolls require spamming abilities to hit consistent numbers, removing the "luck" from the rolls. - Rejecting challenges is possible and just resets the cooldown of her 2, removing the "challenge" from the challenges. - One of the few frames who would benefit from the Wall Latch / Airbone mods but they have no falldown resistance so Primed Surefooted eats at your exilus slot. - Requires Triple 6 Roll on 4 to affect 360 area with CC, forcing Koumei into this strange positioning dynamic when she does try cover a room - Her 3 (Onamori) relies on reaching Overshield (Rolling 26 like at 00:52) but cannot be recast so is not reliable for any mission where enemies will nuke you without protection, meaning that if you make a mistake and go down as Koumei in an endless mission you will be at the mercy of rolling a 26 to regain your protection otherwise that's the end of the mission. Koumei isn't given to the player for Steel Path and Lategame activities, she's given to Low MR players as they try clear the Star Chart in the first place - and she absolutely sucks at that in a world of non-endless missions and squads with abilities that work every time while Koumei has to contest kills for her temporary randomly rolled challenge buffs... A few changes and this could be a strong frame for new and lategame players.
Yeah I found it odd she was considered a new player frame even though her requirements are far from it rhino is more new friendly and scales easily and nicely late game as well and the decree system cool on paper bad in execution which is why I dumped it for sickening pulse just 1 4 sickening pulse whole room gets max status stacks and if the heal fails we have so many ways to counter it I will admit she needs some tune ups and buffs but is she outright shit no unlike yareli and pre rework cal and hydroid where every other frame does their jobs better and as new frames get added this point continues to rise and is she my fav hell no far from it the point was at least the frame works unlike the one mentioned above that on release if we remember that one’s rep xd

You're absolutely right though about Koumei not being bad, they've got a unique kit that is just waiting for an augment mod or tune up to tie it all together. Some people are too quick to write off something that isn't "god tier" as terrible but I love this take!

She still got a few problems, specially when playing in a group. Some details about her mechanic should be reviewed ASAP. For example, those willing to do the challenges (obviously going solo, as no group would wait for a new player to wall latch or slide to kill enemies here and there), I believe they should earn 4 decrees to choose from every time, as it happens in Duviri. Getting just one is ridiculous. What if my Koumei is melee based, and I get a rifle buff instead? Well, ignore the buff and lets try a new challenge then... 3~4 minutes later, MAYBE RNG will smile on me and provide a proper melee decree. I imagine you have watched Brozime's analysis about her? If not, give it a try. He details each and every negative point about this frame. Still, I personally give props to you for building your Koumei for LATE GAME (as someone else on the comment has already talked to you before) and obviously succeeding at it, but this frame is not for me. Leaving mechanics to RNG and praying doesn't seem like a solid option when I could simply pick several other choices instead. Thanks for the video! Keep up the good work. :)

That is because the guy is talking about Koumei as a whole, and not actually discussing builds, which mod should be used here or subsumed ability there. He talks general consense using a very honest and keen sense of rationality in regards to her mechanics. Some of the aspects which were discussed by you and other users on this post are tackled there as well, so maybe give it a go. Curiously, there is a moment he also mentions how Yareli became powerful after some patches too, hinting Koumei's future could also follow the same path. In any case. It is a good watch. Watched not bad but again fallowed my point above read the abilities didn’t read the tips and removed the wrong ability screwing himself more xd trick with her the 4 takes anything on the target and spreads it so what you do is throw out one cedo alt which leans into her passive random elements hit 4 than sickening pulse and remove the dam two because it destroys the gameplay flow no one wants to play riven challenge mode mid game the good primer comment had me laugh yeah no she isn’t if you want that use a sentinel use epitaph use nukor use cedo or use a dam citrine spector because those use the entire kit the one the two the 3 the 4 and the passive
