Honestly the way I see it John only loses control when provoked now of course the agents could have been jus trying to detain John but he doesn’t know that from his eyes they are ruthless and he’s not wrong even with all the holes in his story and the women being shot in the back it still makes more sense that it was self defense they just didn’t know John was someone that can take on Batman i’d run too
I tried to maintain the Joker's feelings in all my choices for two reasons, the first is that I feel sorry for him because he spent most of his life in Arkham and because his mind is still thinking like a small child (a bit bloody child) and the second reason is that I wanted to keep his friendship until the last moment and indeed I got The ending in which Bruce and Batman together maintain a good relationship with the Joker In the end, Jon or Joker is one of the few lovable villains in the underworld 😂😂😂😂😂
I always go for the villain route. Don't get me wrong. I was friendly to him throught out the game. Up until the carnival part. I wanted to go the Vigilante route. But that would mean destroy the virus, aka Freeze's only hope to cure Nora. Not to mention, the more I thought about it, the more sense it made to have Jonh arrested. He had a thing for unrestrained violence, and Bruce wasn't exactly in a morally clear lign of profession.

It also mixes in with the things you say beforehand. If you choose to believe him he’ll think your lying to him and so on
