The issue is that is in the final position, White can't take the e3-pawn as after ...Rxe3 Rxe3, Black has a very nice ...Rd3 trick, attacking (skewering) the e3-rook and the white king can't defend it. If White tries to save his rook with Rg3, Black just exchanges it and the c-pawn wins.
