"Reynard the Fox" was a folk hero there. A cruel trickster who, through his wiliness, goes unpunished. In fact, the nazis released an anti-Semite cartoon with Reynard "victorious". So it's unusual to see the Fox as villain here.
Alright just want to clear some stuff up. First of all, the reason why this is horrible animation is because that was a while ago. That was the style back then and the technology to make the modern day cartoons didn't exist. The tone was off sync because it was he original sound of the Nazi bombers, which represent the bees. They made the cartoon and then simply added the already recorded sound of an actual bomber. Hope this helped :)
Your first point is not true at all, this film came out three years after disney's "Snow White and the Seven Dwarfs" and there's plenty examples of great German Animation before the Nazi's (Lotte Reiniger, to name only one). Even other animated films from the Nazi times don't look this bad and have a completely different style. (look at "Der Volksempfänger for example). This Film looks like this because it's cheaply produced propaganda and many artists of the german animation szene had fled germany by this point.

Es gab aber auch eigene deutsche Lizenzveröffentlichungen, z.B. bei C.P.C. Film auf 35mm. Im übrigen war Walt Disney ein NS-Anhänger und umgedreht waren Hitler und Goebbels große Micky Maus-Fans und schauten auf dem Heimkino im Berghof solche Filme. Hitler hat sogar Disney-Figuren gemalt, was aber erst Jahre später als Zufallsfund herauskam. Außerdem gab es in Österreich eine Micky Maus-Zeitung, die auch im Dt. Reich erhältlich war.
Wie heutzutage üblich, wird die Geschwindigkeit absichtlich verändert, um das damalige Deutschland grundsätzlich schlecht zu machen. Viele Hitler- und Goebbels-Reden in heutigen Dokus haben veränderte Tonlage und Geschwindigkeit. Interesting -- the animation is indeed primitive, but the concept is identical to a few pre-war or early-war Warner Brother cartoons of mice preparing to defend against a cat threat. Not very creative of the Huns.
20july1944 considering this came out in 1940, this is beyond primitive! It all moves so mechanically, especially when you consider the fluidity of Disney cartoons and Bugs Bunny cartoons of this era. It even repeats animations multiple times, which is bad, considering it's era. I'm guessing the Nazis either had little time to work on this or had next to no budget.
Seriously, a lot of later cartoons from all over the world still used this kind of repetitive animation, too... It's stupid to call it primitive, because no cartoon industry was as huge as the US cartoon industry at that time anyway. And this was hand colored, it took a lot more time than monochrome cartoons.
The actual animation was primitive but the drawings were pretty good. All we get now is software generated animation so we forget the shear work done by hand that went into these. Back in the day audiences would be more ready to see past that and read the messgae. Nowadays everybody's a critic, those who couldn't draw a stick man themselves are perfectly happy to ridicule better work than they could ever do.
Bei korrekter Abtastung in FullHD bzw. 4K und vernünftiger Farbkorrektur und sauberem Ton sind die deutschen Cartoons technisch qualitativ nicht schlechter als die US-Comics derselben Zeit.

German is my language (But iam not a German) and theres nothing interesting what they say. Just that the rabbits and the other animals from the woods come together and fight the evil fox. In the style of the polish invasion. Its more like a soldier invasion instruction than a cartoon what is normally funny. But here its nothing funny just strict instructions and the glory of the Third Reich I don't even think this cartoon is made for kids but more for soldier's.
