This cop reminds me of the people who ask you why you're mad, even if you aren't, until your mad about them.
is it because he is actually one of those people
A cop said I was extremely nervous even though I wasn't. And then started asking me if I had drugs. Despite telling him I am straight edge and always have been. Cops love starting shit 🙄
Manipulation. Ignorance.
Provocation with reason to arrest, never get mad just be happy to receive the fine. Laugh on your way out!
That was exactly his intent. This officer was very clearly attempting to escalate the situation. Why, I'm not sure. But that's definitely what he was doing.

This guy isn't a cop because he wants to help other people, he's a cop because he's a narcissist and wants to exert his dominance on other people. Unfortunately, you see that with many police officers these days.
Agreed 100%
concur, 100%
Cop may have been on a power trip but he clearly did not want to give the guy a ticket. the Driver asked to be written up. If the cop just told him to move, the driver would just do it again later.
You only “see” that among many officers these days because those are the only ones YOU are exposed to on the news, RUclips, and in the comment section.
I’m not a trained therapist. I do know some cops absolutely hate people who are more successful, or even appear so, just as some who are not cops do. The guy was also more attractive. Comes off like he’s getting off on revenge against someone who’s not there.
I love how you can see the traffic flowing in the background while the cop claims he's obstructing traffic
Actually, because of the nature of the illegal detainment, the officer is obstructing traffic.
Great point. It required all this because it was such a big deal and the cop just prolonged the situation that was such a big deal. It reminds me of my kids who complain about a chore taking too long, only to tantrum longer than the chore.
This officer's de-escalation techniques are the equivalent of a younger sibling incessantly poking you and then asking why you're getting angry
Thats so damn accurate it actually hurts to think about it
Why people no longer trust them. They're full of crap, and violate the same rights they are supposed to be protecting.
Stop hitting yourself, stop hitting yourself, stop hitting yourself... 👊

"Hey there sir, this isnt a parking spot, could you please move your car?"
"Oh, sorry about that."
"No problem, have a good day"
its actually that simple, but i guess simple is too easy for cops
Yes that would've ended it, and that's fine. The points of this video though are:
1) that in this situation on that property, the cop had no right to cite him, which means his authority is the same as your average person walking by and saying "this isn't a parking spot, could you please move your car?", which, a reasonable person may do. But
2) It's not illegal to be an asshole, or to be short with somebody, or to be silent with somebody. If someone is an asshole in general, they don't need to bow to a cop and pretend they're not an asshole. We shouldn't live in fear of being arrested or worse when being "grumpy" when interacting with a cop. It's not illegal to be an asshole.
Granted, I would've been the nice guy and this would've been a 2 minute stop, but we need to change the way we all view cops and the extent of their power and actual purpose.
Exactly!
@@stpatty3310 oh yeah i def agree, the cop was def in the wrong the entire time.
The cop is hella overcompensating. He claims he wants to give the guy a break, but then he stretches it out for so long because he was waiting for the dude to bow down to him. Actual degenerate.
They earn the hate in a daily basis. Never trust a cop.
He wanted to get his ego sucked off.
@@cpttusktooth7859 it's called being a bootlicker
He says he wants to give him a break but what he is really saying is that he didn't have the ability to give him a citation, as evident by the fact that he had to call someone else in to provide the citation book needed to give tickets. This guy just saw on opportunity to harrass someone and jumped on it. This is a prime example of why officers need to be held responsible for breaking laws themselves. Would put a stop to this stuff real quick.
@@Perun.Tha.Unvaxxd that's what you call a civilian who stands up for cops who are obviously corrupted. 🤦 Not a bad cop. Cop is the one wearing the boots.

Just watch out! Some of these videos take a few years to get on his radar :P
In the disclaimer at the beginning it says to not take legal advice from him and he's not a lawyer but he does seem like he could make a good lawyer
I was gifted a cheap dashcam years ago. Make sure to get a 2-lens setup that can face both forward and toward the driver.
Besides the occasional suction-cup failure, I never thought much about it until recently. Got pulled over while picking my brother up one evening. Cops were obviously making up a story to why they stopped me at a house, saying security at the closed salon store across the street called them and reported my car, despite the (state) police having pulled up seconds after me- no time for the observe/report/respond events they claimed. They kept trying to convince me they could search my car. "Don't talk to cops" is good for not incriminating yourself, but not great at making them stop.
Probably 30 minutes into the hassle, I remembered the cam tucked behind my rearview and started giving it glances to check that it was capturing. Current cop at the window walked away and they huddled for a minute, then came back with a different attitude and told me to go.
@@GlueC crazy how common that is, police reform and proper training is very much needed
@@IskateUphill In all honesty, the reason he seems so good at this is that he is just looking at it from the perspective of the LAW. So much of interacting with police is about dancing around their perception of the interaction they feel they are entitled to.

@@leo29hornsfan I agree with Proctor, except for one thing. He obviously is irritated and the cop is fishing, maybe not to charge Proctor with additional violations, but definitely ended up being a battle of the egos. At one point the cop said he'd give him his stuff, if he just said he was ok. Proctor should have just said "I'm fine" and it'd have been done. No he didn't owe him anything and it's not even necessary, but saying "I'm fine" doesn't violate his rights and ends the engagement. The cop is a real piece of work. This could have easily been resolved by "would you please move your vehicle" and that would have been it.
Very true. But this should have been pursued by the driver. It would not be difficult to find out who that punk cop is.
👍
There was no illegal parking violation occurring, Officer Cordova was just flexing his power over the driver. Even if he had politely asked the driver to move on he would have been overstepping his authority. While on duty the officer represents the police force for which he is a part of. Simple requests unrelated to his job while in uniform would fall under Color of Authority Laws. The presence of his uniform would unfairly influence a citizen to change his actions via intimidation/ power of an individual.
@@scarletbegonias2359 Nothing illegal about pointing out that the space is not a parking spot and politely suggesting that he moves. The violation becomes a violation when the cop expresses authority without having the right to do so and wrongfully detaining the driver. It's a breach of protocol.

This was my observation as well, if they’re blocking traffic he’s adding to that and prolonging it. Plus he was way out of line being on private property, now if the property Owner wanted to pursue him he could but it would be a waste of time since there’s no signs or markings saying no parking. You know damn well if there’s an accident in a private parking lot and you call the police they refuse to do anything, they will create no paper trail, and they’ll leave it up to you and the other person to sort out because they don’t have jurisdiction for one, and two they don’t want to go through the paperwork and potential court hearings...

Those boots must taste good
Given that the officer had no jurisdiction in a private car-park what do you think his purpose was in taking Mr P's documents, and then withholding those documents and asking a barrage of leading questions?
If Mr P had not had his wits about him the harassment might have served it's purpose and made him angry. The single purpose of those questions, asked in a condescending and patronising manner, was to escalate the situation so that officer lard-arse could affect an arrest.
The situation lasted as long as it did because the pig tried every trick he knew to turn nothing into an arrestable something.

SMDH... so much of the law enforcement in America 🇺🇸 is utterly nothing more than a business of extortion.
The only grounds the cop had to question this person's mental state was a 'prolonged period of anger and irritability'. But that's hardly surprising, and it's what you tend to get, if a cop spends a long time angering and irritating someone. I would give him a Z rather than an F, kick him out of the police force and start civil proceedings. It's frightening to think people like this are employed as police officers and let loose on the public.
It's gotten - literally - to the point where simply NOt TALKING is seen by cops as a hostile act. So, if you talk, you will pay for it with arrest or beatings, and if you are silent, the same will happen.
We are supposed to give them everything they want - total obedience, without any questions, let them push us around, violate our privacy, or 4th amendment rights, 1st amendment rights, allow ourselves to be physically abused, humiliated, never try to document any interactions, and - on top of all of that, to smile and chat with as though we were their wind-up dolls and punching bags - to cheerfully smile and satisfy them by stroking their egos, as though we were their property: I think the term is "cheerful submission."
A society where this is EXPECTED of its citizens is called a "Fascist State" - and rightfully so.
We must act as though we ENJOY (and expect) being bullied and abused, for fear of being bullied and abused worse, or killed.
THIS HAS TO STOP! MY GOD! How can they be surprised when someone cracks and starts killing cops?
There are too many of them, too many of them are corrupt, cowards, and bullies, and they are FAR TOO MILITARIZED. When they are throwing Phosphorous Grenades into baby's cribs in the WRONG HOUSE, shooting the very people who called them for help, killing children,
(I know, the "good" get punished with the "bad" - but if the "good" would refuse to support, excuse, or stand up for the "bad," we would know which was which, and this is one way they protect each other).
A dog that is always beaten and abused by one person will eventually snap, and attack him. Free citizens deserve to be treated at least as well as dogs.
Its just pathetic watching an adult act this way and trying to make himself feel powerful, rather than trying to provide a public service.
Cops are trained in high conflict situations as well as in routine tasks. It is literally their job. They are expected to be able to deal with people professionally in ALL situations. Being a jerk, regardless of the demeanor of the person he is dealing with, shows a complete inability to fulfil the requirements of the job. If he was a checkout operator and behaved that way to a customer, he would have been fired on the spot.
Not knowing that he has no jurisdiction to issue a fine in a private car park is just incompetence. His best course of action if he realised his mistake during the stop, would have been to say, "Thank you, sir", hand back the documents, and wish the gentleman a good day.
So true
They all do it. You can't give some kid power over others and expect them to wield it justly. Not gonna happen. Police are repulsive. They are NOT there to serve the people EVER. They are they to serve the government\, get a paycheck, and feel powerful by abusing the power that they don't deserve to have in the first place.

He has a right to be in a hurry. Lol He has a job to do and the cop was harrassing him by detaining him longer than necessary because he was on a power trip.
I love when he has to explain that another officer is coming to the scene with a fucking citation book to find out if in fact he can somehow ticket this man just trying to do his fucking job and get home safely. But I guess it's only important for cops to get home safely. I got a bigger chance of getting killed by a cop than driving through the worst areas of Chicago.
The officer noticed the camera. If that wasn't there, Lord knows how this would have went. Driving with cameras for our cars are as important as driving with a license!!
Definitely important for many reasons, even just for car crashes. But especially for discrepancies in tickets or police encounters. I support good police and cooperate with all law enforcement when encountering them, but now drive with a dash cam that records speed and GPS coordinates after being issued a speeding ticket and losing the case when I went to court and showed the GPS tracking app on my phone that showed my top speed at the time. Judge looked at my screenshot from the app that showed speed time and location but disregarded it when he asked about if I had my speedometer calibrated before or after the traffic stop and when I said no he said guilty judgment for the plaintiff. DE owes the court whatever my fine for the ticket was. (State trooper said I was going 60 in a 45. My GPS said 47 and my cars heads up display said 48). So that one sucked but I didn’t have money to pay an attorney to overlook a simple $200 traffic ticket when it costs more than that to even obtain one Unfortunately. I thought I had a good case but had never been to court before to know how it really works. Basically you answer questions and don’t get to explain things hardly, at least in my personal experience for that one case. It’s a pain especially when two more different judges might give completely different rulings on the exact same case with the exact same evidence provided etc.
@@lawnboy81SMS Yeah I completely understand what you mean about not being able to explain yourself in court and you can only answer the questions the judge asks you. You have to request permission to make a quick statement immediately after they ask you the first question. Just say " Your honor may I please make a brief statement after I answer this question?", and that will create the dialogue your looking for. Just a theory. They have so many cases everyday, it's become an automated script to them.

It's a shame it came to that. There is no hope for humanity
Good on this man for treating the officer nicely and politely. The officer's unawareness and hyper-insecurity clouded him from completing his work and not projecting external issues on the gentleman.
There is no point in being a jerk, he probably just wanted to tell you to move your car
Correct. There was no point in the officer being a joke. But here we are.

Yet he was the one wasting a person's time for nothing!
Looks like that cop could afford to skip a few meals, if you catch my drift...
Also, he supposedly called somebody over to write him a ticket, but I guess that was a bluff since he let the driver go...

The worry is the next guy that cop gets encounters all of the frustration from this encounter, and isn't as savvy as Mr. Proctor.
I'm not in America, but when I was young and worked out a lot, I had a very similar incidence with a cop that was around my age, and was insisting that there was some indication on my dash that I was only on the sidelights of my car (main headlights weren't on). At first he said they weren't working, and when I tried the dial, I hadn't put it all the way on (honest mistake), which I apologised for. Instead of saying "ok, make sure you check that in future" and letting me go, he insisted that there was some light on my dash that would indicate it, and told me he was going to "have (my) licence" for driving without due care and attention. When I calmly said "ok, here are my details" he also added obstructing a police officer to the ticket. I attended court, explained myself and ultimately walked out with no consequences, but it cost me a day off work to go to court, and my name was in the local paper for being up before the magistrate for obstructing a cop -- not good. I wish I'd had video, but it was pre-camera phones that could capture long HQ videos.
You must be in Britain. Sounds like the kind of shit the police do there since most of them are arseholes with a superiority complex.
This officer is the type of person that gets dumped and still asks 3 years later if the relationship is still over. To this day, this officer is still asking if Mr. Proctor is okay.
Hahaha... that's hilarious
That's funny
🤣🤣🤣
Policeman kind. Man unkind, hostile, stressed.
At this point, the cop was intentionally antagonizing him, hoping to draw a reaction that could escalate things. That is both, dangerous and infuriating.
That is exactly what they do. They want to bring on some kind of reaction they could then escalate the situation with.
He knew he couldn't do anything so he wanted to say "I gave you a break" and when the driver didn't fall all over himself thanking the officer for being such a gracious and infinitely merciful god cop, the officer was pissed.
I predict that one day in the future, this unprofessional and power hungry officer will subject a citizen who IS mentally unstable, to this type of blatant, and intentional harassment, and ...
that unstable person will ruin the officer's day, or worse yet; end the officer's life.
@@markspencer9743 That is possible and they will tell us how he was such a wonderful hero. What is incredible is how someone can be so oblivious to the person they are that may bring that on one day. Strange world we live in. Money and/or power can be so evil.
Glaring example of a cop using his authority improperly. WHAT Recourse do we as citizens have about this???
I've watched a lot of channels about these kind of things, this is hands down the best most logical and measured one, and I love the unbiased approach without any emotion
Given the widespread popularity of 1st Amendment audit videos on RUclips it is tragic that so many law enforcement officers in the U.S. still appear inadequately trained to do their jobs.
Well done to this driver for remaining calm and composed throughout this officers power trip.
I wonder if the SFPD will offer him help with his mental health problems given his apparent need to initiate this pointless encounter 🤔

I didn't expect that by searching for popularity in your channel, I was going to get emotional by this video... A lot of the things happened in this video I've experienced myself but in a crazier and more unfair way and thinking back about my situation just filled me with anger and frustration that I never followed with a complaint against the officers, then again, I'm from Mexico, and if people in USA are demotivated to go through complaints against officers, imagine how you normally feel in a country as corrupted as mine.
So frustrating!!
But at the same time it is kinda making me want to pursue a career (even though I've already finished my mechanical engineering career and I also teach English) in the law field. It just makes me excited to think about that.
Hopefully I follow through with that and I can go back here and express (of course you already have it) my gratitude for making such amazing content that motivates people to understand better their Country's laws to be able to defend yourself and others of all the injustice going around us.

Mister Proctor - You rock.
I see many people pulling up to the front of a restaurant to pick up a "to-go" order....instead of pulling into a regular parking spot. Sometimes where they park impedes traffic flow and the person feels that since it is a pick up order..they can park anywhere to make it convienient for them. Looks like where this guy parked was not causing an issue. Usually officers do not patrol private property like this unless it is for handicap parking violations.
“I’m trying to help you.” No dude, you aren’t trying to help. Your harassing a guy over nothing and threatening to take money from him.
It is a common tactic to get people to talk and admit further crimes. A disgusting by product of awarding police departments more money for arrests. Low level offenders will end up talking and make their cases impossible to win but anyone with a bit of knowledge won't talk and then they have a chance of winning at trial so the DA throws out their case to keep their super high 90%+ conviction rate.
Nope this Cop was trying to hem the guy up. Charge him with something or even arrest him. It should have ended the 1st 3-5 minutes. I commend the guy for not answering any questions.
