A cop said I was extremely nervous even though I wasn't. And then started asking me if I had drugs. Despite telling him I am straight edge and always have been. Cops love starting shit 🙄
That was exactly his intent. This officer was very clearly attempting to escalate the situation. Why, I'm not sure. But that's definitely what he was doing.
There was no illegal parking violation occurring, Officer Cordova was just flexing his power over the driver. Even if he had politely asked the driver to move on he would have been overstepping his authority. While on duty the officer represents the police force for which he is a part of. Simple requests unrelated to his job while in uniform would fall under Color of Authority Laws. The presence of his uniform would unfairly influence a citizen to change his actions via intimidation/ power of an individual.

The violation becomes a violation when the cop expresses authority without having the right to do so and wrongfully detaining the driver. It's a breach of protocol. When I give you an order that's expressing authority. When I ask you a favor or suggest you do something that's just a request. You don't need to comply.
Great point. It required all this because it was such a big deal and the cop just prolonged the situation that was such a big deal. It reminds me of my kids who complain about a chore taking too long, only to tantrum longer than the chore.
I was gifted a cheap dashcam years ago. Make sure to get a 2-lens setup that can face both forward and toward the driver. Besides the occasional suction-cup failure, I never thought much about it until recently. Got pulled over while picking my brother up one evening. Cops were obviously making up a story to why they stopped me at a house, saying security at the closed salon store across the street called them and reported my car, despite the (state) police having pulled up seconds after me- no time for the observe/report/respond events they claimed. They kept trying to convince me they could search my car. "Don't talk to cops" is good for not incriminating yourself, but not great at making them stop. Probably 30 minutes into the hassle, I remembered the cam tucked behind my rearview and started giving it glances to check that it was capturing. Current cop at the window walked away and they huddled for a minute, then came back with a different attitude and told me to go.

The cop is hella overcompensating. He claims he wants to give the guy a break, but then he stretches it out for so long because he was waiting for the dude to bow down to him. Actual degenerate.
He says he wants to give him a break but what he is really saying is that he didn't have the ability to give him a citation, as evident by the fact that he had to call someone else in to provide the citation book needed to give tickets. This guy just saw on opportunity to harrass someone and jumped on it. This is a prime example of why officers need to be held responsible for breaking laws themselves. Would put a stop to this stuff real quick.

Since private property parking is not protected by federal or state law; if I were the officer I would have parked my patrol car in Mr. Proctor’s living room. Isn’t it also convenient that the video started AFTER initial contact was made. We do not know that the officer did not say to this guy “hey dude this ain’t a parking spot you got to go.” We only see Mr. Proctor being extremely defiant and disrespectful to the officer. Mr. Proctor “F” for being a terrible human being. Police Officer “A+” for keeping your sidearm holstered.

Cop may have been on a power trip but he clearly did not want to give the guy a ticket. the Driver asked to be written up. If the cop just told him to move, the driver would just do it again later.

The problem with cops are there fucking egos and it’s only getting worst. He obviously is irritated and the cop is fishing, maybe not to charge Proctor with additional violations, but definitely ended up being a battle of the egos. At one point the cop said he'd give him his stuff, if he just said he was ok. Proctor should have just said "I'm fine" and it'd have been done. No he didn't owe him anything and it's not even necessary, but saying "I'm fine" doesn't violate his rights and ends the engagement. To battle something as simply as that (albeit unnecessary) was his only fault.

The officer answered "Say that you're ok.". Direct answer to Proctor's direct question. The simple words "I'm fine" would have ended it, which is my point. The smartest people exorcise their rights with common sense mixed throughout. The irritation and ego battle got in the way of adding a small bit of common sense. Does he have to answer it? No. Does it hurt him to say "I'm fine? No. Would it have ended the engagement? Yes.

Yes that would've ended it, and that's fine. The points of this video though are: 1) that in this situation on that property, the cop had no right to cite him, which means his authority is the same as your average person walking by and saying "this isn't a parking spot, could you please move your car?", which, a reasonable person may do. But 2) It's not illegal to be an asshole, or to be short with somebody, or to be silent with somebody. If someone is an asshole in general, they don't need to bow to a cop and pretend they're not an asshole. We shouldn't live in fear of being arrested or worse when being "grumpy" when interacting with a cop. It's not illegal to be an asshole. Granted, I would've been the nice guy and this would've been a 2 minute stop, but we need to change the way we all view cops and the extent of their power and actual purpose.

The guy is allowed to be snarky and short like he was, and the officer clearly started taking it personally (which he was 100% wrong for), but this could've been a 2min interaction if both of them didn't have their head up their own ass. Overall, I'd put the onus more on the officer though because his job is to de-escalate, which he did the exact opposite of.

The cop was literally doing everything he could to get a rise out of him. He was trying to manufacture a response out of him in order to create an excuse to escalate the situation. Mr. Cordova IS one of these bad apples. And he got caught being one.
And it was over a parking ticket. With a composed guy. With a white vs black guy. With a camera sitting there. With a bag of take out sitting on the passenger seat. Remove all those points and look out. This deserves a serious "wtf".

The tactics to get the citizen to give up unnecessary personal information are annoying, accusatory & aggressive attempts to provoke the guy, by trying to put him on the defensive... for doing nothing. @@elmitudou because it is not a cop’s job to continue to prod after someone has invoked their 5th amendment right and is not suspected of a crime. The officer didn’t like that the civilian didn’t want to answer his questions, so he wanted to assert his power to make the citizen do what he wanted, namely answer his questions.
Yeah, but he was also displaying power here too, meanwhile, he was losing money because he was in the middle of doing deliveries. I’m sure that because he was picking up the order, he probably got a violation on the delivery app
But the cops still issued him a parking ticket. And we do not know if he fought it in court or just paid the fee, because time is money and clearly this guy is super busy and always in a hurry for some reasons as a youtuber it is well known that they have a very right schedule.
@@dolphin082 he didn't give him a ticket though. The guy asked for the ticket and the cop went back to his car and radioed for a traffic cop to bring a cite-book, then gave the driver his license and registration back before the traffic cop arrived.
Toomany Francis is correct with jurisdiction. I live in San Mateo County. Mr Proctor is in San Mateo County, not San Francisco County. The officer was not within his jurisdiction. Go across the freeway to the airport where your jurisdiction is.

I love when he has to explain that another officer is coming to the scene with a fucking citation book to find out if in fact he can somehow ticket this man just trying to do his fucking job and get home safely. But I guess it's only important for cops to get home safely. I got a bigger chance of getting killed by a cop than driving through the worst areas of Chicago.
Cops are trained in high conflict situations as well as in routine tasks. It is literally their job. They are expected to be able to deal with people professionally in ALL situations. Being a jerk, regardless of the demeanor of the person he is dealing with, shows a complete inability to fulfil the requirements of the job. If he was a checkout operator and behaved that way to a customer, he would have been fired on the spot. Not knowing that he has no jurisdiction to issue a fine in a private car park is just incompetence. His best course of action if he realised his mistake during the stop, would have been to say, "Thank you, sir", hand back the documents, and wish the gentleman a good day.
They all do it. You can't give some kid power over others and expect them to wield it justly. Not gonna happen. Police are repulsive. They are NOT there to serve the people EVER. They are they to serve the government\, get a paycheck, and feel powerful by abusing the power that they don't deserve to have in the first place.
The officer noticed the camera. If that wasn't there, Lord knows how this would have went. Driving with cameras for our cars are as important as driving with a license!!
Definitely important for many reasons, even just for car crashes. But especially for discrepancies in tickets or police encounters. I support good police and cooperate with all law enforcement when encountering them, but now drive with a dash cam that records speed and GPS coordinates after being issued a speeding ticket and losing the case when I went to court and showed the GPS tracking app on my phone that showed my top speed at the time. Judge looked at my screenshot from the app that showed speed time and location but disregarded it when he asked about if I had my speedometer calibrated before or after the traffic stop and when I said no he said guilty judgment for the plaintiff. DE owes the court whatever my fine for the ticket was. (State trooper said I was going 60 in a 45. My GPS said 47 and my cars heads up display said 48). So that one sucked but I didn’t have money to pay an attorney to overlook a simple $200 traffic ticket when it costs more than that to even obtain one Unfortunately. I thought I had a good case but had never been to court before to know how it really works. Basically you answer questions and don’t get to explain things hardly, at least in my personal experience for that one case. It’s a pain especially when two more different judges might give completely different rulings on the exact same case with the exact same evidence provided etc.
@@lawnboy81SMS Yeah I completely understand what you mean about not being able to explain yourself in court and you can only answer the questions the judge asks you. You have to request permission to make a quick statement immediately after they ask you the first question. Just say " Your honor may I please make a brief statement after I answer this question?", and that will create the dialogue your looking for. Just a theory. They have so many cases everyday, it's become an automated script to them.
At this point, the cop was intentionally antagonizing him, hoping to draw a reaction that could escalate things. That is both, dangerous and infuriating.
He knew he couldn't do anything so he wanted to say "I gave you a break" and when the driver didn't fall all over himself thanking the officer for being such a gracious and infinitely merciful god cop, the officer was pissed.
I predict that one day in the future, this unprofessional and power hungry officer will subject a citizen who IS mentally unstable, to this type of blatant, and intentional harassment, and ... that unstable person will ruin the officer's day, or worse yet; end the officer's life.

This was my observation as well, if they’re blocking traffic he’s adding to that and prolonging it. Plus he was way out of line being on private property, now if the property Owner wanted to pursue him he could but it would be a waste of time since there’s no signs or markings saying no parking. You know damn well if there’s an accident in a private parking lot and you call the police they refuse to do anything, they will create no paper trail, and they’ll leave it up to you and the other person to sort out because they don’t have jurisdiction for one, and two they don’t want to go through the paperwork and potential court hearings...

The only grounds the cop had to question this person's mental state was a 'prolonged period of anger and irritability'. The first phrase: “No, Officer” is appropriate and perfectly fine. The second is an admission of guilt. Guilt of being parked, which just might be illegal. If you are sitting at the controls of a readily operable motor vehicle, you are not “parked.” You are “standing.”
Whenever they ask me if I know why they stopped me, I always say, "Officer, with all due respect, how would I know what's going on inside your head? For all I know, you might think I'm an escaped serial killer." That doesn't earn me any friends, but it's just such a stupid question I can't help it.

That cop was asking the driver if he was okay when clearly the officer may suffer from schizophrenia. He delayed his own lunch break but acted as though it was the driver who was delaying his break. Its Scary that someone who may have split personalities has a gun and badge.

Personally ive had a few encounters, very few like under 5, where im pulled over with a gf or in one case wife and the cop goes out of his way to put me down in front gf. Humiliate is better description. Not knowing my rights i allowed the asshole to believe he was the alpha of situation. And by bowing to their power trips i got off with warnings. Cept one young punk babyface wrote me an illegal ticket which my insurance agent suggested i write the state police an actual bill for wasting my time, when i was within the law! It is a common tactic to get people to talk and admit further crimes. A disgusting by product of awarding police departments more money for arrests. Low level offenders will end up talking and make their cases impossible to win but anyone with a bit of knowledge won't talk and then they have a chance of winning at trial so the DA throws out their case to keep their super high 90%+ conviction rate.
Nope this Cop was trying to hem the guy up. Charge him with something or even arrest him. It should have ended the 1st 3-5 minutes. I commend the guy for not answering any questions.

I think the driver is really well handled. My heart rate went through the roof when the officer said “I could do this all day” and I immediately felt that we’re dealing with a bad cop here

Motorists rarely fight back.... Criminals do. Besides which there's no money in investigating true crime, but they can always hit the motorist in the pocket. High time that police reforms were forced. The public has the numbers, it's time they put those numbers to good use.

None of them abide by the United States Constitution, nor have they taken the proper oath of office to satisfy the sixth article of the Constitution. Therefore they have no authority, except in their private corporate capacity. They have no business even speaking to an American that does not get a paycheck from, or is a dependent of the U.S. corporate alledged government. Both of the individuals are morons. Maybe a private citizen could have been the guy that asked the guy to stop blocking full access to the private property parking lots accessibility. Maybe just don’t leave your car sitting I the road even if it’s a private parking lot it’s just common courtesy to park your car in a actual spot. A cop stopped me when I entrance the freeway at 10:15 pm when I got off from work. For no reason and he insisted I was under the influence of something AND I WASN'T never have. And he kept looking inside my car for something and HE WAS THE ONE UNDER THE INFLUENCE looking for more. He let me go cuz he doesn't have any reason to hold me I was freaked out. No he wasn’t. He was just looking for slight “validation,” an answer to his question. It was clearly a battle of wills. The driver was determined not to give the cop any recognition or validation whatsoever. The cop was butt hurt because his perceived authority was being largely ignored. He was looking for an “out” because this guy had clearly called his bluff and was willing to accept a ticket - which the cop knew he couldn’t write because there was no violation. But the guy was not giving him him this out, not giving him the “yes, officer I’m fine” which would have immediately ended it. So this cop didn’t know HOW to end this AND save face. Eventually he had no choice, so he just gave up and handed the guy his papers back. So I think the assertion that he was looking for this guy to lose his temper is 100% wrong. This cop was a wet noodle who wanted to make his little point (which of course he was wrong about) and then move on with his day. He in no way expected someone to react like this... so he didn’t know how to handle it and gracefully move on. The thing is, there was no “graceful” ending to this, because this guy was not going to back down and give the cop even the slightest validation.

This stop was potentially hours longer than it should have been. The scotus has ruled even 90 seconds is too long an extension on a traffic stop. These cops with their "why dont you like me?" There was no illegal parking violation occurring, Officer Cordova was just flexing his power over the driver. Even if he had politely asked the driver to move on he would have been overstepping his authority. While on duty the officer represents the police force for which he is a part of. Simple requests unrelated to his job while in uniform would fall under Color of Authority Laws. The presence of his uniform would unfairly influence a citizen to change his actions via intimidation/ power of an individual.

I was gifted a cheap dashcam years ago. Make sure to get a 2-lens setup that can face both forward and toward the driver.
Besides the occasional suction-cup failure, I never thought much about it until recently. Got pulled over while picking my brother up one evening. Cops were obviously making up a story to why they stopped me at a house, saying security at the closed salon store across the street called them and reported my car, despite the (state) police having pulled up seconds after me- no time for the observe/report/respond events they claimed. They kept trying to convince me they could search my car. "Don't talk to cops" is good for not incriminating yourself, but not great at making them stop.
Probably 30 minutes into the hassle, I remembered the cam tucked behind my rearview and started giving it glances to check that it was capturing. Current cop at the window walked away and they huddled for a minute, then came back with a different attitude and told me to go.

He obviously is irritated and the cop is fishing, maybe not to charge Proctor with additional violations, but definitely ended up being a battle of the egos. At one point the cop said he'd give him his stuff, if he just said he was ok. Proctor should have just said "I'm fine" and it'd have been done. No he didn't owe him anything and it's not even necessary, but saying "I'm fine" doesn't violate his rights and ends the engagement. To battle something as simply as that (albeit unnecessary) was his only fault.

The officer answered "Say that you're ok.". Direct answer to Proctor's direct question. The simple words "I'm fine" would have ended it, which is my point. The smartest people exorcise their rights with common sense mixed throughout. The irritation and ego battle got in the way of adding a small bit of common sense. Does he have to answer it? No. Does it hurt him to say "I'm fine? No. Would it have ended the engagement? Yes.

Yes that would've ended it, and that's fine. The points of this video though are:
1) that in this situation on that property, the cop had no right to cite him, which means his authority is the same as your average person walking by and saying "this isn't a parking spot, could you please move your car?", which, a reasonable person may do. But
2) It's not illegal to be an asshole, or to be short with somebody, or to be silent with somebody. If someone is an asshole in general, they don't need to bow to a cop and pretend they're not an asshole. We shouldn't live in fear of being arrested or worse when being "grumpy" when interacting with a cop. It's not illegal to be an asshole.
Granted, I would've been the nice guy and this would've been a 2 minute stop, but we need to change the way we all view cops and the extent of their power and actual purpose.

Cops are trained in high conflict situations as well as in routine tasks. It is literally their job. They are expected to be able to deal with people professionally in ALL situations. Being a jerk, regardless of the demeanor of the person he is dealing with, shows a complete inability to fulfil the requirements of the job. If he was a checkout operator and behaved that way to a customer, he would have been fired on the spot.
Not knowing that he has no jurisdiction to issue a fine in a private car park is just incompetence. His best course of action if he realised his mistake during the stop, would have been to say, "Thank you, sir", hand back the documents, and wish the gentleman a good day.

The officer noticed the camera. If that wasn't there, Lord knows how this would have went. Driving with cameras for our cars are as important as driving with a license!!
Definitely important for many reasons, even just for car crashes. But especially for discrepancies in tickets or police encounters. I support good police and cooperate with all law enforcement when encountering them, but now drive with a dash cam that records speed and GPS coordinates after being issued a speeding ticket and losing the case when I went to court and showed the GPS tracking app on my phone that showed my top speed at the time. Judge looked at my screenshot from the app that showed speed time and location but disregarded it when he asked about if I had my speedometer calibrated before or after the traffic stop and when I said no he said guilty judgment for the plaintiff. DE owes the court whatever my fine for the ticket was. (State trooper said I was going 60 in a 45. My GPS said 47 and my cars heads up display said 48). So that one sucked but I didn’t have money to pay an attorney to overlook a simple $200 traffic ticket when it costs more than that to even obtain one Unfortunately. I thought I had a good case but had never been to court before to know how it really works. Basically you answer questions and don’t get to explain things hardly, at least in my personal experience for that one case. It’s a pain especially when two more different judges might give completely different rulings on the exact same case with the exact same evidence provided etc.
@@lawnboy81SMS Yeah I completely understand what you mean about not being able to explain yourself in court and you can only answer the questions the judge asks you. You have to request permission to make a quick statement immediately after they ask you the first question. Just say " Your honor may I please make a brief statement after I answer this question?", and that will create the dialogue your looking for. Just a theory. Plus he was way out of line being on private property, now if the property Owner wanted to pursue him he could but it would be a waste of time since there’s no signs or markings saying no parking. A cop stopped me when I entrance the freeway at 10:15 pm when I got off from work. For no reason and he insisted I was under the influence of something AND I WASN'T never have. And he kept looking inside my car for something and HE WAS THE ONE UNDER THE INFLUENCE looking for more. He let me go cuz he doesn't have any reason to hold me I was freaked out. Told my husband and the sad thing is that they wil believe him not me.

I've had several problems with police in Tn. Judicial system I had to deal with was terrible,also. They didn't even view the proof.
When that cop said "I can stand here all day, I still get paid" that's a dead give away
And then later says “I could be on lunch right now”
No cares given about wasting our taxes or harassing people. Personally if police escalate situations themselves, how do they expect "cooperation", by extortion?

No he wasn’t. He was just looking for slight “validation,” an answer to his question. It was clearly a battle of wills. The driver was determined not to give the cop any recognition or validation whatsoever. The cop was butt hurt because his perceived authority was being largely ignored. He was looking for an “out” because this guy had clearly called his bluff and was willing to accept a ticket - which the cop knew he couldn’t write because there was no violation. But the guy was not giving him him this out, not giving him the “yes, officer I’m fine” which would have immediately ended it. So this cop didn’t know HOW to end this AND save face. Eventually he had no choice, so he just gave up and handed the guy his papers back. So I think the assertion that he was looking for this guy to lose his temper is 100% wrong. This cop was a wet noodle who wanted to make his little point (which of course he was wrong about) and then move on with his day. He in no way expected someone to react like this... so he didn’t know how to handle it and gracefully move on. The thing is, there was no “graceful” ending to this, because this guy was not going to back down and give the cop even the slightest validation.

@@joeterp5615 That's my take on the situation too. The officer was throwing his weight around because he wanted obeisance and validation, which this guy was clearly not in the mood to tolerate.
But things being what they are in the US, we can't rule out "angling for an arrest".

So, police stating that he is illegally parked but then instead of moving him from the illegal area proceeds to say that they can stay there ALL DAY... In the illegally parked area mind you. Unreal.
Not really illegally parked even. Just not parked in a designated parking spot. Add to that the officer is outside his Jurisdiction and attempting to give a Citation on Private property.

The officer "i can stand here all day" shows exactly his intentions. Intimidation, retaliation, harrassment, and unconstitutionally prolonging a traffic stop. This stop was potentially hours longer than it should have been. The scotus has ruled even 90 seconds is too long an extension on a traffic stop.
These cops with their "why dont you like me?" Attitudes need to be fired with prejudice. Thats not an attitude that can be trained out.

update: Officer was disciplined. He didn't have his citation book & he was not wearing his body camera.
Thanks for the update. My step-dad was an officer/deputy sheriff, jailer for a while, so I kinda know a few ins and outs, and no body cam during an interaction is a big no-no as far as I'm aware
